This is the Vandoren glass reed adjusting stick. It can be used in combination with a base plate that forms a kit, or it can be bought separately - as listed here.

The abrasive texture on the top half of this 'stick' allows for fine adjustments of reeds. Used with precision it can help make reeds feel more responsive and flexible tonally. A favourite of many players and teachers, it can be kept in your case to be ready to tweak any harder reeds immediately.

This works much better than scraping the reed with a blade (or screwdriver!) I wish I'd discovered it before.
